The bill would invest between$ 162 billion and$ 234 billion over ten years to improve and expand public housing and furthermore converting it to” clean power.”
Liberals are reviving the Green New Deal’s alias as N.Y. Rep. Alexandria Ocasio-Cortez. Y. ), Sen. Bernie Sanders ( I- Vt. ), Rep. Delia Ramirez ( D- Ill. ), and others announced a Green New Deal for Public Housing Act to revamp and revitalize the country’s public housing.
The policy intends to “retrofit, rehabilitate, expand, and transform the entire world’s public housing property” by spending an estimated$ 162 billion to$ 234 billion over 10 years in an attempt to both target America’s cover crisis and concerns over long- term climate impacts.
In a speech in the House Triangle on March 21 at Capitol Hill, Ms. Ocasio-Cortez claimed the bill would challenge the nation’s “insane cover market.”
” Every single one of us—most of us—are competing with the fact that we can hardly afford cover, whether it’s high prices, whether it’s debts, whether it’s remoteness to public housing, and social housing stock, as well. We may access it”, she said.
The politicians argued the need to address the” structural and philosophical problems facing us today,” including environment impacts, and the growing number of Americans who are unable to purchase housing or are forced to exchange foods for rent payment.
” It is unethical that, on a single given day in America, over 650, 000 people are unemployed. It is unethical that, in the richest state in the history of the world, people are choosing between paying rent and putting food on the table”, Mr. Sanders said in a , news release.
Ms. Ocasio- Cortez said 57 percent of people cover people are even old or disabled.
” Our seniors issue, our elders problem, our handicapped brothers and sisters issue”, she said.
” And we are sick and tired of having them treated as biodegradable parts of society and priced out of our societies. They make up our society’s most crucial components.
There will also be$ 1 billion in funding for the agency’s administrative expenses, including technical support to grant candidates, her company told The Epoch Times.
Past Test at a Green New Deal
This policy is the most recent revision of an earlier schedule that Ms. Ocasio-Cortez and Mr. Sanders unveiled in April 2021.
The Faircloth Amendment may be repealed in the most recent costs to go even further. Since it was passed in 1999, the Department of Housing and Urban Development has essentially provided only minimal funding for fresh public housing.
Additionally, the latest iteration would allocate yet more money to the backlog of” clean- energy” improvements and the backlog in public housing.
Central to the costs is an effort to strengthen public accommodation communities, promote living conditions, and create 280, 000 jobs by transitioning the United States ‘ full public housing stock to” fresh energy”.
To achieve this, it would establish two federal grant programs to convert the nation’s roughly 970, 000 public housing units into “zero-carbon, highly energy-efficient developments that produce on-site renewable energy”.
For new jobs that “expand workforce capacity, family self-sufficient programs, and focus on community development,” additional grants would be awarded.
Some of that work would involve weatherizing, electrifying, and modernizing the nation’s public housing to make it” serve as a model of efficiency, sustainability, and resiliency” but also to bring it up to a” safe and sanitary condition”.
According to lawmakers, the bill would also expand existing federal programs so that residents can work toward improving existing public housing to safe standards before working on efforts to make those units” carbon-free.”
Many public housing units across the nation have issues with poor water access, aging heating and cooling systems that contribute to poor air quality, and outdated appliances. They also frequently need to pay for urgent building repairs that are indefinitely delayed due to a lack of funds.
Legislators hope that the legislation addresses some of those issues while also potentially reducing federal spending over the long term through energy cost savings after units have been retrofitted for energy efficiency.
” What we have got to do now in the midst of a massive housing crisis—in the state of Vermont, in New York, in California—not only homelessness, but millions of people are paying 50 percent or more of their limited income from housing. We are saying enough is enough, affordable housing is a human right”, Mr. Sanders said at the March 21 news conference.
Day Before the Government Funding Race
However, the announcement comes on the eve of another looming government funding deadline. Before a shutdown occurs at 11:59 p.m., Congress must race against the clock on March 22 to fund the government.
The fate of the public housing bill is unknown because of the current uncertainty in the political party discussions regarding government funding. After December 2023, both the expulsion of former representative George Santos (R-N. ) and the House’s 219–213 majority left open for defectors. Y. ) and the retirement of former Rep. Kevin McCarthy ( R- Calif. ).
Rep. Bill Johnson ( R- Ohio ) later resigned in January, bringing the GOP count to 219, but the party’s numbers will decrease again when Rep. Ken Buck ( R- Colo. ) officially resigns after March 22, leaving the party with only 218 members.
Democrats are also attempting to keep their 51–49 majority in the Senate. However, Sen. Kyrsten Sinema ( I- Ariz. ), who caucuses with Democrats, announced in February she is not seeking reelection in 2024.
If Ms. Sinema had sought reelection, it would have created a three- person race between her, former Arizona GOP gubernatorial candidate Kari Lake, and Rep. Ruben Gallego ( D- Ariz. ).
Mr. Gallego is ahead of Ms. Lake by 1 point in the latest poll from FiveThirtyEight but was behind her by 4 points prior to Ms. Sinema’s retirement announcement.
Some analysts have suggested that a three-person race would have made it much simpler for Ms. Lake to win than a head-to-head race with Mr. Gallego.
