This week, Pennsylvania Governor Josh Shapiro issued an executive order mandating that all state construction projects include a project labor agreement ( PLA ).
According to the U.S. Department of Labor, these agreements are pre-hire collective bargaining agreements negotiated between construction organizations and building contractors that set out the terms and conditions of work for construction jobs.
The professional order President Joe Biden issued on February 4, 2022, which mandated the use of PLAs for national development projects, is similar to the purchase.
Companies are required to get employees through a coalition hiring house, and PLAs usually identify the wages and fringe benefits for all workers on a job.
