Rubén Acosta and José Alfonso Guerrero Chávez were surveying a potential roadway project in a rural part of the city while José Alfonso Guerrero Chávez and Ruben Acosta were doing it.
According to researchers who say they suspect foul play, both have n’t answered their phones since March 27.
