According to National Security Council spokesman John Kirby, the Biden administration was demanding that the Israeli Defense Forces  , make “deconfliction modifications” in Gaza.
MARTHA RADDATZ: He claims that this is a war against society and that things must alter right away.
KIRBY: Also, our – our emotions continue to go out with Chef Andres and his whole group at World Central Kitchen. As you know, the leader spoke to him. That leader feels both pain and sorrow.
As we have already stated, there will need to be some modifications to the way the Israeli Defense Forces are conducting these businesses in Gaza to prevent this from occurring repeatedly. And some of the adjustments we discussed involved more infiltration of humanitarian support and guidance. But just as thoroughly, Martha, there’s got to be changes in the deconfliction approach. The data exchange between support staff on the ground and the Army in their wing ensures that this kind of targeting is prevented.
RADDATZ: Are you satisfied with the inspection? He averes that he wants more to be done. Would you like to discover a more research?
KIRBY: We’re – we’re looking at the research right now, Martha. We have n’t come to any conclusions one way or another. This investigation was conducted in a manner equivalent to an examiner general’s. Thus, it was outside the chain of command. But suddenly, we’re working our way through that.
Andres questioned Israeli claims that the drones could n’t see the car’s logo. Is he correct to ask that question?
KIRBY: I do n’t know. We have n’t also seen, as far as I know, have n’t seen any – any of the specific video evidence. Therefore, it’s hard to know what their vision picture was at night.
Now, surely, activities at nights can be more difficult. There’s technologies, though, that you allow you to burn through the darkness to – to see better.
RADDATZ: In robots, correctly?
Harris: In drones and infrared technologies. However, I simply do n’t know what they were using in terms of their technology to analyze this. But it is obvious that they made a miscalculation in this, and they have already admitted that.
What is really important is that they take steps to ensure that it does n’t happen again and that they are open to those steps.
RADDATZ: And – and I just want to talk about laws of relationship. The Jewish military claims it was a grave mistake, but the aircraft operators claimed the driver thought it was a gunman who had entered one of those vehicles. And yet even if it was n’t an aid convoy, they destroyed three cars. Is that genuine rules of proposal?
KIRBY: I think, afterwards, we’re going to have to work our way through this exploration. And what the intelligence was telling them, at least what they thought it was, is what goes into the decision-making approach, not just one, but three hits later.
We are aware from our own knowledge that the knowledge you receive, process, and analyze may not always be reliable. And you act on that knowledge. Again, we just need to know a little bit more about this exploration to see.
But as I said, I do n’t want to sound like a broken record; what really matters is that they make the changes to the communication and the conflict so that this does n’t happen again.
I mean we’ve now seen Chef Andres is concerned, of course, about operating on the ground. These challenging choices are likely to be made by various aid organizations. And we have to make sure that when they enter Gaza and distribute that help, they feel secure and safe.
