Biden answered,” We’re examining whether or not I have that power. Because you ca n’t manage it, you ca n’t control it, so I would have that power under the law when the border has more than 5, 000 people trying to cross it every day. There’s no guarantee that I have that strength all by myself without policy. And some people have suggested that I should just go ahead and test it, and that we are working through that at the moment if the court shuts me down, too.
