Residents of Rafah, in the southern Gaza Strip, were urged by the Israel Defense Forces ( IDF) to flee to nearby” safe” zones on Monday because it appeared an Israeli attack on the last Hamas strongholds was on hold.
Four soldiers were killed and several others were hurt when Hamas fired rockets from nearby collection at the Kerem Shalom cross, where humanitarian aid enters Gaza, on Saturday, causing the Army to appear to be mobilizing.
The U. S. has been telling Israel, privately and publicly, not to strike Rafah since February. In order to achieve its goal of destroying Hamas, Israel insisted that it would do so, despite all available force from the outside and captive negotiations.
Charts indicating where residents may shelter while the battle are displayed on flyers on Rafah.

On Sunday, IDF Arabic director Avichay Adraee shared examples of these brochures on social press:

The IDF elaborated in a statement (original emphasis ):
Flyers were dropped recently that urged eastern Rafah residents to partially remove the larger humanitarian region.
Calling to temporarily move to the charitable area are conveyed through brochures, SMS messages, phone calls and advertising channels in , Arabic.  ,
…
The English language of the brochures has been updated to reflect this:
Red flier:
To all people and those already in the regions of Al- Shuka, Al- Salam, Al- Janina, Taba Zaraa, and Al- Yarmouk, and the stones: 10, 11, 12, 13, 14, 15, 16, 28, 270.
The IDF may continue to fight criminal groups in the same region as it has for years.
People found close to a criminal organization puts their own safety and that of their families at risk.
The Army advises you to leave the Al-Mawasi Humanitarian Area right away for protection.
We caution you that Gaza City is still a dangerous effective battle zone. Avoid traveling northward from Wadi Gaza.
We advise against approaching the safety gates in the eastern and southern regions.
Israel Defense Forces.
Blue brochure:
The IDF makes the announcement that Al-Mawasi’s charitable region will expand.  ,
As shown in the attached image, the area may begin from Deir as Balah in the northern and continue northward to the center of Khan Yunis, reaching blocks 2373, 2360, and 2371 in the west.  ,
The expanded humanitarian aid will remain in this area.
The IDF may continue to fight terrorist groups that use you as human shields.  ,
Therefore:
Avoid crossing into Wadi Gaza’s northern border because it is a risky struggling area.  ,
The eastern and southern protection fences are not permitted to be approached.
In a split speech, the Army explained:
Charitable assistance has exploded in Gaza recently. To provide the more international aid entering Gaza, the IDF has expanded the charitable area there. This expanded charitable area includes field facilities, tents and increased amounts of food, waters, drugs and more products.
A continuing situation assessment will help guide the steady movement of civilians to the charitable area in accordance with the government’s approval.
In Arabic, advertisements, SMS emails, phone calls, and multimedia broadcasts will be used to promote calls to temporarily relocate to the charitable region.
As long as Hamas ‘ victims are returned home, the IDF may continue to monitor them wherever they are in Gaza.
The obvious mobilization of IDF forces to launch the Rafah operation may serve as an intricate bluff to force Hamas into accepting a hostage deal. Has remained firm on an Israeli’s devotion to a resolution to the conflict.
On that level, it is said that deals are in a deadlock. U. S. Central Intelligence Agency ( CIA ) Director William Burns shuttled between Doha, Qatar, and Jerusalem, Israel on Sunday and Monday in a last- ditch effort to save a potential deal.
Rafah is strategically significant because it is located close to the Iranian border and regulates underground smuggling roads where Hamas ‘ leaders could fend off if Israel retaliates.
Although the Israeli government is divided on whether a captive deal may be signed before an operation in Rafah, the majority of Israelis support an attack on Rafah. Hamas’s assault on Kerem Shalom does had chosen their side.
The IDF’s moves toward an attack came on the government’s Holocaust memorial morning, hours after Netanyahu warned:” In the horrible Holocaust, there were great globe leaders who stood by idly, therefore, the first session of the Holocaust is: If we do not protect ourselves, nobody will protect us. And if we need to stand alone, we will stand alone”.
Some observers thought the statement to be an explanation for Israeli intentions in Rafah for President Joe Biden.
