Although California joined the Union as a “free position” in 1850, the state legislature on Thursday approved an apologies for its role in slavery.
The costs, AB 3089, was written by , Assemblymember Reggie Jones- Sawyer ( D- Los Angeles ), and passed as the state government considers a variety of different “reparations” costs.
The policy acknowledges California’s prohibition of slavery, but it also mentions the state’s adoption of a fugitive slave law and other cultural prejudice. KQED, a train for Bay Area Public Radio, noted:
California’s fugitive slave law was passed in 1852 by the state Legislature, which allowed enslavers to enslave formerly enslaved folks they had brought to the position before its unionization and forcefully transport them to slaveholding states in the South.
Sen. James Estill, a major supporter of the state’s runaway slave bill, had fourteen slaves raised on his Solano County land.
The state legislature also approved a non-binding resolution in favor of the violent national legislation allowing the expansion of slavery throughout the United States.
The language of the country’s explanation reads as follows:
The State of California accepts and bears the brunt of all the harms and crimes committed by the state, its representatives, and other entities under its purview who supported, facilitated, enforced, and permitted the practice of chattel slavery and the persistent tradition of continuous badges and incidents that have contributed to the development of structural structures of bias.
The State of California apologizes and expresses regret for perpetuating the harm that African Americans were a victim of due to discrimination, public and private discrimination, and uneven funding distribution. The Task Force’s work on examining and developing restitution proposals for African Americans is acknowledged by the State of California. This task force, established by Assembly Bill 3121 ( 2020 ), detailed the harms faced by African Americans in California and provided numerous legislative recommendations, including this formal apology. The State of California affirms its commitment to safeguarding all Black Californians ‘ legal, political, and socio-cultural freedom as well as those of the descendants of enslaved individuals. California acknowledges and affirms its obligation to stop the damage that is occurring. California’s response to this explanation includes a pledge to fix and recover the lives of the affected populations.
The state’s archives will house the explanation if the State Senate votes to pass it, displayed on a plaque in the Capitol, and read out on the wall.
