Jocelyn Nungaray, 12, allegedly raped and murdered by two Cuban illegal immigrants, is the alleged victim of a murder by the Democratic city prosecutor in a Houston-area state who filed a lawsuit against the “broken” immigration system.
Johan Jose Martinez- Rangel, 22, and Franklin Jose Pea Ramos, 26, were caught improperly entering the United States this flower, but Harris County District Attorney Kim Ogg rebuked federal law enforcement at the southwestern border for allowing them to enter the country.
” They should have never been released when they crossed over into El Paso, but we have a broken system, and Jocely n’s death resulted”, Ogg said in a recent interview with local media outlet KPRC. It’s just difficult when you realize things could have been avoided, such as a boy’s death.
Nungaray was discovered dead earlier on June 16th. According to KPRC, Nungaray had allegedly went out of her home late the night and traveled to 7- One where she later encountered the two suspects after they had a party at a nearby restaurant.
In order to remove DNA evidence, the two allegedly lured her to a secret place where they allegedly raped, strangled, and then dumped her body into a river. Before being detained, one suspect apparently conducted a search for a way to leave the United States.
” Our immigration system is broken, and if ever there was a circumstance that reflected that, it’s this one”, Ogg added.
Ogg’s claims echo those made by the Biden administration, including Homeland Security Secretary Alejandro Mayorkas, who has called on Congress since 2021 to correct the “broken emigration system”. Republicans, however, firmly place responsible at President Joe Biden’s feet, pointing to his choice to remove Trump- time border policies upon assuming office.
A higher proportion of immigrants are from far countries, not simply Mexico and north Central America, as unlawful immigrant arrests have reached record high levels under Biden. Hundreds of thousands of workers from countries including Venezuela, Cuba, and Russia have arrived at the borders.
” It’s not just immigrants from Mexico. We’re seeing refugees from China, from the islands, from South America, like these people”, Ogg said. ” I believe it’s raising the risk factor for regular people around. I’m hoping that our government may work up in a bipartisan way to protect the consumer by reducing the risk of our territories.
Due to the inability to fly up as many people as are being encountered and the preference against holding people in prison through years-long immigration proceedings, the Biden administration has mostly arrested and subsequently released into the U.S. most illegal immigrants.
Some governments, like Venezuela, do not promote criminal database knowledge with the United States, making it impossible for federal law enforcement to know a person’s overall past. However, the Department of Homeland Security has stated it is screening and vetting unlawful immigrants before it releases them into the region.
Houston is a sanctuary city, which means it has chosen not to turn over illegal immigrants in custody to U.S. Immigration and Customs Enforcement despite Ogg’s complaints, aside from rare instances where a serious crime has been committed. In the case of Nungaray, ICE has requested that the city detain the suspects so that federal agents can be taken into custody.
However, if found guilty, ICE would not enter the two men’s custody or start deportation proceedings until after their sentences had been served.
Ogg criticized the federal government for allowing both men to wear ankle monitors, saying it gave Houston residents a false sense of security that the government was tracking the illegal immigrants it had imported into the country.
” One of them cut it off. The public is given a false sense of security by ankle monitors. We do n’t rely on them as prosecutors because we see too many issues with people who are supposed to be under supervision but are n’t,” Ogg said. ” And that’s the case with these two guys. When they crossed into El Paso, they should have never been freed.
Texas state representative Briscoe Cain of Houston attributed the endorsement of immigration laws by Ogg and the Biden administration to his claim that they had protected illegal immigrants.
” Harris County has become a sanctuary for criminals, and the blame is not just on the Biden administration, but it’s on the DA’s office”, Cain, a Republican, told Fox News Digital.
In November, Ogg will face Republican attorney Dan Simons in a primary contest involving a former prosecutor from her office, Sean Teare. Cain pleaded with Houston voters to pick the Republican for the election in the fall.
Republicans back legislation that would have allowed Texas to detain and deport these monsters before they could harm anyone, according to the Republican group in November. Democrats want them to stay in the U. S. indefinitely.  , Vote accordingly”, Cain wrote in a post to X on June 25.

The defendants face capital murder charges. A child’s death sentence is the maximum sentence for a child killed between the ages of 10 and 15, but an underlying felony sexual assault conviction could qualify them for the death penalty, according to Ogg.
Each suspect is being held in accordance with a$ 10 million bond.
