Mayor of San Francisco, London Breed, is having area workers and police who are offering bus tickets to the poor outside of town rather than a shelter bed when they are conducting sweeps.

Breed just sent the most recent indication that San Francisco’s situation has changed and that a serious effort is being made to address the homelessness issue.
