On September 16, the Swiss-based Doctors Without Borders ( MSF ) aid organization announced that it had been forced to halt operations in Russia.

MSF has been based in Russia since 1992, but it claims that the Justice Ministry sent a notice in August that its business had been removed from the list of non-governmental companies.  ,
