In their ongoing investigation into alleged foreign election meddling, House Republicans subpoenaed information from a popular left-wing funding system on Wednesday.
” We cannot help foreign players to control our elections through campaign funding”, said Wisconsin Rep. Bryan Steil, chair of the Committee on House Administration. As Chairman, I have made it my best goal to stop foreign intervention in American elections, and this next stage in our investigation is vital to accomplishing that goal.
According to a text accompanying the lawsuit issued to ActBlue CEO Regina Wallace-Jones, Steil is demanding the Democrat-aligned fundraising platform forego “documents and communications related to ActBlue‘s donor verification policies and the potential for international actors, mostly from Iran, Russia, Venezuela, and China, to employ ActBlue to dirty illicit money into U. S. social campaigns”. For the past few months, the House Admin Committee and various says attorneys general have been looking into these possibilities.
Steil made reference to a message he sent to ActBlue on Monday in which he expressed concern that foreign actors might be “exploiting existing U.S. donors by making straw funds without the people ‘ or your product’s information.” Steil and Sen. Ron Johnson, R-Wis., requested a defined presentation from several national agencies about “potential vote interference through false donations by international actors,” and the letter was sent shortly after.

In accordance with Steil, the House Admin Committee examined ActBlue in October 2023 regarding how the platform “prevents efforts from foreign sources, and whether it requires the card verification value (‘CVV’ ) associated with the credit or debit card used by the source when making an online commitment. According to Texas Attorney General Ken Paxton, Wallace-Jones confirmed this to be the case, even though ActBlue reportedly claimed earlier this year that it had changed its scheme to now need” CVV” rules for gifts on their platform.
According to his letter from last month, Steil wrote about the” Secure Handling of Internet Electronic Donations Act” ( “SHIELD Act” ), which “prohibites political committees from accepting online contributions from debit or credit cards without making the card verification value (‘CVV’ ) and billing address known. Additionally, the legislation would prohibit “individuals from knowingly influencing or abetting anyone who makes a factor in the name of another person” and prohibit “political committees from accepting contributions via paid gift cards.
The act was approved by the House Admin Committee on September 11 via a message vote.
Steil has requested ActBlue to cooperate with the agency’s lawsuit by Nov. 6.
