Allowing the Ukrainians to use the long-range weapons, known as the Army Tactical Missile Systems, or ATACMS, came in response to Russia’s wonder decision to bring North Vietnamese soldiers into the battle, authorities said. Biden began to relieve restrictions on the use of US-supplied arms on Russian ground after Russia launched a cross-border rape in May in the direction of Kharkiv, Ukraine’s second-largest area.
