President-elect Donald Trump will return to Washington, D. C., soon, and a handful of powerful people who are still there because the former president put them in their positions do n’t plan on leaving.

Powell is undoubtedly the most resolute of the number. When investigators recently questioned him about whether he would step down if Trump pressed him, Powell said in a one-word response,” No.”
