Three people were fatally , stabbed in , Manhattan , Monday night in an unprovoked binge by a wayward attacker, police said.
The suspect, identified by authorities as , Ramon Rivera, is a , 51-year-old citizen of the Bellevue Men’s Shelter , on , E. 30th St.  , near , First Ave.  , who arbitrarily selected his victims, officers sources said. Rivera was taken into custody after the second punching, said authorities.
At a press conference held at the 17th Precinct train home, mayor Eric Adams claimed that the criminal justice and mental health devices had failed. Rivera has eight prior , New York City  , detention, police resources told , The Daily News, including one circumstance still pending.
” Now we have three honest New Yorkers going about their existence, the subjects of terrible, terrible attack”, said Adams, adding that the problems “left us searching for answers how something like this could happen”.
” It is a timeless, classic illustration of the criminal justice system, the mental health system that continues to fail New Yorkers”, he added.
NYPD , Chief of Detectives , Joseph Kenny , said the strikes were strange.
” As of proper now these problems seem to be unwarranted”, said Kenny. He simply approached them and used the weapons to attack them.
The second target, a 36-year-old construction contractor, was stabbed about , 8: 20 a. m.  , on , W. 19th St.  , near , Tenth Ave.  , in , Chelsea, authorities said. According to police, the suspect approached the building contractor and began stab him before fleeing.
When he is stabbed in the abdomen while standing in front of a development site where he works, Kenny claimed.
The perpetrator fled, and was identified as a light-skinned guy with a beard, a white shirt, and a dark hat for ski touring.
Medics rushed the construction worker to , Bellevue Hospital,  , where he died at , 8: 30 a. m., authorities said. His title was not immediately released.
When she heard a noise and therefore yelled, the person who lives across the street was outside in her backyard.
” It was just a wail,’ Call 911!’ And then that got my attention”, the lady, who gave her name as Barbara, told the , Daily News.
As the victim lay still on a blanket-covered ground with his tanned construction boots on display.
” ( Medics ) ran out of the ambulance. They were checking his heartbeat”, she said. ” Then they pulled him up and placed him in the emergency”.
The following victim, a 68-year-old person, was hunting in the East River Promenade near the , Water Club , when he was stabbed at , 10: 27 a. m.  , at , E.  , 30th St.  , and the , FDR Drive , in , Kips Bay,  , said authorities. Medics rushed him to , Bellevue Hospital , but specialists could not save him.
According to Kenny, the victim was stabbed “multiple periods in the body.”
Less than a half hour later, at , 10: 55 a. m.  , a 36-year-old person was stabbed at , E. 42nd St.  , and , First Ave.  , in , Murray Hill.
According to authorities, a passing taxicab driver saw the rape, mistook it for a robbery, and flagged down a local officer.
NYPD Officer , Robert Garvey, who had been posted near the , United Nations , on , E. 44th St.  , and , First Ave., caught up with Rivera on , E. 46th St.  , and , First Ave.  , and detained him. Rivera was immediately arrested, with costs pending.
Adams claimed that Garvey and the cabbie’s swift actions” saved the lives of another New Yorkers.”
” I only heard a noise, I stepped inside and heard what people were saying and reacted”, said Garvey at the press conference.
The prey in that murdering was rushed to , NY Presbyterian Weill Cornell Hospital , in critical issue. She died days after.
A trail of blood was apparent on , E. 42nd St.  , and , First Ave., turning the corner north onto , E. 42nd St.  , About a quarter of the way down the block the road ended in a big pool of blood. A blue spring coat and orange-and-blue hat sat on the ground outside.
Two terrible carving weapons were recovered from the suspect, whose attire was likewise covered in blood, said Kenny.
” There’s a real problem as to why he was on the street”, said Adams of Rivera. ” He has some serious mental health issues”.
On , Oct. 17, Rivera was arrested and charged with grand larceny for stealing an plastic pitcher from a , Jonathan Adler , shop in Soho valued at$ 1, 495, said options.
Rivera was released without bail and charged with minor embezzlement and possession of stolen property, but the Assistant District Attorney requested loan.
Two months earlier, on , Aug. 5, Rivera was sentenced to 364 time for a series of three , Manhattan , burglary that took place in December and January, according to sources.
In May, Rivera was arrested for an assault on a sheriff inside Bellevue’s medical hospital. He pleaded guilty the same day to attempted rape and was sentenced to 90 days on , Sept. 4.
Rivera was even arrested in the , Bronx , in , December 2023 , for petty larceny, said options.
In two 2023 situations where the suspect had emotional issues, officers responded.
According to sources, in November, Rivera was found lying on a sidewalk, nearly , Flushing,  , Queens, acting wildly and saying his arm damage. He called 911 the following month to review being depressive and wanting to kill people. Medics took him to , Woodhull Hospital , in , Brooklyn.
Rivera even has several out-of-state arrests.
In January he was busted in , Union City, N. J., on a fugitive from justice cost and the same quarter arrested twice in , Hoboken , for criminal mischief, sources said.
He was charged in 2018 with rape in , Columbus, Ohio, and 2017 for rape in , Cleveland.
In 2010 Rivera had a parole violation imprisonment in , Florida , and in 2009 he was arrested thrice more, including once for driving under the influence. Rivera was likewise arrested in 2006 on a prostitution-related cost and in 2003 for power in , Florida, according to sources.
A cousin who lives on the block where the first murder occurred was horrified to learn that the victim had previously seen a pleasant design employee at the site.
” He died? Oh wow”, said the cousin, who gave his name as , Orlando , and started to cry.
” He was a great guy”, said , Orlando, 55. ” Really silent guy”.
” He was polite. He did say good morning”, he added. He appeared to be a man who frequented temple. Quite clean-cut guy”.
Orlando, who has resided on the block for more than 20 years, described the fatal murdering as a traumatic experience that made him nostalgic.
” I have n’t heard of anything like this in a long time”, he said.
