    Stephen Miller and Tom Homan, two of the most influential immigration hawks in the White House, will take the lead in border plan and carry out deportations of illegal refugees.     Sanctuary cities are places where illegal immigrants are not taken into custody by federal officials, making it more difficult and dangerous for the public to find and arrest people outside of jails.

    Romero acknowledged that the raids were legitimate and not unfounded, but he added that the ACLU was exerting pressure on state and city governments to make sure records were kept up for those who might be targeted by the Trump administration.
