House Republicans are rallying around a new act intended to define President Donald Trump’s executive order to limit heritage membership.

Trump’s get targeting the Constitution’s 14th Amendment was hit with many legal issues by Democratic prosecutors general and was blocked by a federal prosecutor Thursday evening. However, the Birthright Citizenship Act, introduced by House Science, Space, and Technology Chairman Brian Babin (R-TX ), seeks to make the president ’s order permanent.

Babin, alongside nine other House lawmakers, touted his support for the bill at the Capitol on Thursday and described the new piece of legislation, introduced Wednesday, as a way to fix a “loophole ” in the original amendment, which was put forth following the Civil War in the 1860s.

“This is about ensuring the citizen, a core of our national identity, is protected, respected, and aligned with the rules on which this nation was built, ” Babin said during a press conference Thursday. “This is the moment, ladies and gentlemen, to complete this policy, which has been plaguing our nation for well over 100 times. This opportunity did not come again, at least never for a long, long time. ”

Babin introduced his bill one day after Trump took executive action and said it was based on a “flawed ” interpretation of the 14th Amendment, aimed at protecting recently freed slaves in the South, not illegal immigrants who have used it heavily in recent history. Babin’s act would recover the 14th Amendment to the original intent outlined 150 years before.

“This common-sense policy corrects years of use and closes the hole that incentivizes illegal multiculturalism and exploits U. S. citizenship through delivery commerce, ” Babin said in a statement. “Citizenship is one of our nation’s most beautiful protections. By introducing this policy, we are taking an essential step to recover dignity to our immigration program and promote the interests of American people. ”

Babin’s costs may not eradicate heritage membership, rather supporting it in certain circumstances, such as when a child is born to a resident or national of the United States, a lawful permanent resident whose residence is in the U. S. , or a valid expat performing active assistance in the Armed Forces.

Rep. Andy Biggs (R-AZ ) said birthright citizenship has been abused by illegal immigrants for over a century.

“If the Framers of the 14th Amendment may have known how abused the notion of heritage citizen may be, which was not even a belief in the 1860s, they would have been completely astonished, ” Biggs said at the click event.

Rep. Diana Harshbarger (R-TN), the only person in the team, said heritage things are part of a “big-time business ” aimed at getting expectant women to the U. S. just in time to give birth, knowing their baby will be a U. S. resident.

“People may arrive from many, many countries to give birth, and they pay a lot of money to get here, ” said Harshbarger. “This expenses would invalidate that, and so, therefore, had quit that stream. … There’s another people making money off this, so just be aware of that. ”

While the article is hardly expected to be included in peace legislation going through Congress at the moment, the costs has not been assigned a money value in terms of how much it had cost if enacted.

The bill faces an uphill battle. Two-thirds of the House and Senate would have to approve it, as well as 75 % of state legislatures.
