ATLANTA: Good-government activists, anti-tax liberals, officials of several colors and daily Americans grouse about “waste, fraud and abuse” across the US authorities. President Donald Trump and the Department of Government Performance, led by the country’s richest person, Elon Musk, opened the latest book for a term hailed as common sense and derided as advertising.
” It’s a very large idea”, said Matt Weidinger of the right-leaning American Enterprise Institute. However, it’s obvious that the terms “waste, scams, and victimization” mean different things to different people.
Here is a look at this persuasive bludgeon and how it relates to the begin of Trump’s subsequent administration.
The relatively far-away state has always been a composite
Pinpointing the creation of “waste, fraud and abuse” as political speech is hard. But the idea and ensuing conflicts are older than the state: Think “taxation without picture” and the tear from Great Britain.
After winning democracy, the first American state reprised the arguments.
Alexander Hamilton’s regional banks, a philosophical preeminent of everything from the Federal Reserve system to Small Business Administration mortgages, federally backed mortgage stocks, and bank deposit insurance, drew two decades ‘ debates.

Some of Jackson’s other Southerners opposed the connected “internal enhancements” of Henry Clay’s American System. Long before Washington’s “infrastructure weeks” were established, the enslaved farmer class saw the funding for roads, bridges, and navigable waterways as an illegal overreach that directly gave manufacturer owners, bankers, and shipping magnates in more industrialized north states.
In his first annual address, Ronald Reagan established the stance of contemporary liberals. ” Government is not the answer to our problem”, he said in 1981. ” Government is the problem”.
He criticized” the security queen” as the public face of a dysfunctional social safety net and a clerical federal authorities. Reagan based the attack on one person’s criminal fraud circumstance, which received hundreds of thousands of dollars in aid, on which critics have blasted the attack as a racist trope.
Reagan appointed a group of Executives from the private business to identify waste in a way that did DOGE. The” Grace Commission”, commonly named for its president, business J. Peter Grace, moved more consciously than Expand, and its recommendations were never implemented on a large scale. Reagan and Congress did increase the Social Security registration retirement years.

The problem with Musk, or perhaps Trump and the Democratic majority in Congress, is that Americans have contradictory viewpoints on certain issues.
According to a poll conducted by The Associated Press-NORC Center for Public Affairs Research in March 2023, 6 out of 10 US people thought the government was “overinvesting” in general.
However, according to an AP-NORC surveys conducted in January 2025, about two-thirds of American adults believe the US government is spending” also much” on Social Security and training. About 6 and 10 said the same about Medicare, the federal health insurance plan for older Americans, and assistance to impoverished Americans.
Most people even say Medicaid, the health insurance plan for the poorest working-age Americans and low-income toddlers, is underfunded. Medicare and Medicaid payments do not go directly to clients but to health care providers- physicians, clinics, hospitals, pharmaceutical firms and medical offer firms in communities across the country.
How much of squander and fraud is actually lost?

The IRS forecast for the 2022 tax season:$ 696 billion.
Another government reports identify “improper payments”- Social Security, Medicare, Medicaid, unemployment insurance- that full many hundred billion in normal years.
Weidinger, the AEI resources professional, said that includes some false saving but is generally overpayments or payments that require more paperwork. A Social Security payment being made one month after a recipient passes away, a government error in calculating someone’s benefit, receiving one unemployment check after moving into a new job, or an unsupported claim from a health care provider.
Weidinger also made note that special government initiatives like unemployment during the COVID pandemic had a much higher rate of outright fraud, with identity thieves, including from outsiders, using the system to extort money.
” We won’t ever recover all of that”, he said.
And, he continued, the government’s estimates of fraud and improper payments are probably too low, despite the fact that they almost certainly do not reach the savings levels Musk and Trump have promised.
