According to The New York Times, the anonymous options explained that a second proposal would reserve almost 30 % of the government-sponsored Fullbright Scholarship system for married people or those who have kids, while a second plan would be to educate women about menstrual cycles to help them better understand when the ideal time for conception may get.

The overall fertility rate in the United States decreased by 3 % from 2022, reaching a historic low, according to the Centers for Disease Control and Prevention, which was last reported last year.
