The University of Pennsylvania’s boom was reduced by the Department of Education’s Office of Civil Rights ( OCR ), which determined that their use of male-only facilities and permitting male competitors in women’s sports violated Title IX of the Civil Rights Act.

Despite the fact that he was biologically adult during the 2021-22 time, UPenn allowed transgender swimmer Lia Thomas to thrive as a woman. In order to “resolve the Title IX breaches,” the university must submit a request to the Justice Department within the next ten times.
According to the Washington Free Beacon, OCR directed the university to problem” a university-wide statement affirming its compliance with Title IX, restore all’misappropriated’ awards and records to feminine swimmers, and give an apology letter to each damaged female athlete.”
Acting Assistant Secretary for Civil Rights, Craig Trainor, stated in a speech that” the Trump Administration does not help female athletes to enter female personal spaces or engage in female categories.”
“UPenn has to choose between doing what is best for its sexual students and fully adhering to Title IX, or continuing to advance an extremist political project that is in violation of federal antidiscrimination law and threatens UPenn’s national funding.”
When Lia Thomas, a natural person, was allowed to swim on the women’s group and employ women’s locker rooms, the school faced backlash in 2022. Thomas and Gaines, who was a diver for the University of Kentucky before moving on to get the NCAA tournament in the women’s 500-yard free, tied for second place in the 200-yard slalom.
In a lawsuit filed by more than a few female athletes in 2024, Gaines claims that the NCAA’s inclusion of natural men in women’s sports is against Title IX.
Three Penn rowers who squared off against Thomas also filed a lawsuit against the school. Margot Kaczorowski, one of the defendants, expressed her delight at the prospect of seeing that people can now be supported and protected by those in positions of power.

International sports federations, including the International Olympic Committee ( IOC), are not doing much to advance this fight, and there is still a long way to go.
Trans athletes are still eligible for adult sports federations, but the IOC has left that decision up to individual sports federations. It’s the bully’s way out and doesn’t do anything to defend the integrity of activities.
The commission said that” This Framework recognizes both the need to ensure that anyone, regardless of their gender identity or sexual variations, can exercise sport in a healthy, harassment-free environment that respects and recognizes their needs and identities.”
Additionally, it acknowledges that the IOC’s elitist snobs cannot compete with the bullies in the transgender lobby. By allowing international sports federations to decide whether biological men can compete against women, you guarantee a certain degree of unfairness to women.  ,
The University of Pennsylvania is humiliated because it is required to apologize to the institution, to individual athletes, and to return Lia Thomas ‘ awards to women. I believe that the OCR is attempting to persuade the school to reject a settlement offer by daring the department to take the matter before the Department of Justice.
