My brother, who is older, graduated from high school over the weekend. The valedictorian ( er, not my kid ) announced that he would be attending Carnegie Mellon, which is undoubtedly a top-notch university. Bravo to him.  ,

However, about half of his colleagues may be non-Americans when he’s it. Because 44 % of Carnegie Mellon’s student body comes from abroad, that is a big reason.
The same holds true for many of the most admired colleges and universities in America. For heavy-hitters as Columbia, Johns Hopkins, New York University, Caltech, University of Chicago, M. I. T., and sure, Harvard are among the top 15 U.S. schools with the highest proportion of foreign students.

Although their Poli-Sci agencies may profess the virtues of communism, universities are openly accepting of diversity. A Chinese children zipping around city in a Maserati with close ties to the Chinese Communist Party will happily pay the full admissions amount. While British individuals typically need scholarship money and financial money to go four years of college.
Thus, foreigners are given a higher priority in college admissions than Americans.
That doesn’t mean there shouldn’t be any foreign students enrolling. There is a good chance that Tesla, SpaceX, Starlink, and a lot of other innovations would have been launched elsewhere if Elon Musk hadn’t attended American colleges. Importing the world’s best and brightest minds is beneficial.

And it’s NOT racist, bigoted, or xenophobic to say that the majority of students who receive federal funding from American institutions are American citizens. We made the payment for it, and we did it with our children in mind.
