Adam Schiff (D-Calif. ), who evidently conscious that presidents have the authority to nationalize the National Guard of any position during times of major national incident, claimed that the Trump Administration’s calling on the California National Guard without the approval of the Governor was extraordinary.  ,
The leader is not required to hold his fingers during panic, as required by 10 U.S. C. 12406. When the need arises, whether a country’s National Guard is in need of an conquest or a revolution, he has the authority to nationalize it through this statute.
