US and Western security officials claim that the terrorist attacks are a part of a coordinated effort by Russia to halt arms transfers to Ukraine and give the impression of growing Western opposition to Ukraine. The authorities say Russia’s military knowledge finger, the GRU, is leading the plan.
At least so far, the attacks have n’t stopped the flow of weapons to Ukraine, and many of the targets are n’t directly related to the conflict.
