White Coat Waste Project studies had exposed how U. S. colleges and universities are ground low for some of the country’s worst taxpayer-funded research on puppies, kittens, puppies, and animals. These higher education institutions across the nation receive over$ 200 billion in federal funding each year for wasteful animal testing and other initiatives…
The Higher Education Loses Bills for Terrible Research, Testing, and Studies Act was simply introduced by U.S. Congresswoman Nicole Malliotakis (R-NY). By cutting any and all taxpayer funding to colleges or universities that continue to conduct painful experiments on pets, the HELP PETS Act ( HR 10048 ) disincentivizes deadly dog and cat experiments.
The policy as proposed reads as follows, via HELP PETS Act (emphasis added ):
No Federal money may be made available to any higher education institution that handles or resources, in whole or in part, unpleasant study on dogs or cats beginning 180 days after the passage of this Act.
The name’ ‘ terrible research’ ‘ includes any research, biomedical education, experimentation, or genetic testing classified in pain category D or E by the Department of Agriculture.

Justin Goodman, the project’s senior vice president, released the following statement regarding the proposed legislation ( here’s an updated statement ):
We’ve documented how over 150 U.S. schools, earning$$ 200 billion in annual taxpayer funding, abuse dogs and cats in their laboratory without the consent of Fauci, from his COVID experiments on beagle babies to his approved bug outbreak assessments on kittens. We applaud Rep. Malliotakis for passing the HELP PETS Act to end all federal funding for schools that continue to abuse dogs and cats in irrational research. A staggering 85 percent of taxpayers—Republicans, Democrats, and Independents alike—oppose painful dog and cat testing and they should n’t be forced to reward pet abusers. The HELP PETS Act is a simple answer: Stop the cash. Prevent the crazy!
It’s unlikely that this policy would be passed if introduced during the recent session given the Senate’s current makeup. We may still receive some valuable Congressional action in the hopes of an electoral magic that will soon occur, which is another reason to make sure you turn up to the polls if any of this spend and abuse at the expense of taxpayers and man’s best friend matters to you.
