In response to an alleged danger from a man who recently threatened to steal former mayor Nadine Woodward and in recent months threatened mayor Lisa Brown, Spokane City Hall, was put on lockdown on Monday evening.
Chesed , B. Johnson, 46, sent an email to council people Monday threatening to commit suicide by officer. He also posted that email in complete to the , City Council ‘s , Facebook , website, writing that” Tonight a former did kill infront of city hall”.
” Choose withdraw town house meeting”, the message stated. Now, I’m going to force the police to kill me in front of City Hall.
City Hall , was placed under lockdown, with people being allowed to exit the building with a policeman chauffeur, according to various capital sources, including Councilman , Michael Cathcart.  , The Spokane City Council , canceled the rest of its Monday conferences as a result of the risk.
Johnson had judge cases related to disturbing Woodward and former , Spokane , Police Chief , Craig Meidl, a circumstance that had devolved in recent months as Johnson began to take threatening messages to Brown and new officers Chief , Kevin Hall, according to court documents.
Throughout her tenure in office, Johnson harassed and stalked Woodward, according to court records from January.
The risks spanned from 2020, when Woodward began her name as president, through 2023.
According to the papers, Johnson began emailing Woodward about problems he had against the , Spokane Police Department. It escalated to e-mail claiming he was outside Woodward’s house, was going to steal her, was threatening to destroy her husband’s firm, was seeking out her household members ‘ addresses to “disparage” her and was going to render her “pay”.
In 2022, Johnson was found guilty of harassing Woodward, placed on probation, and given a no-contact attempt while finishing her mental health treatment. According to court documents, Johnson approached Woodward as she was leaving a central Christmas trees lights in November of last year. Woodward asked a member to lead her the rest of the way back to her car after he allegedly said,” I’m going to make you listen to me,” and the officer called the police.
Johnson allegedly slammed the door and refused to leave when law enforcement arrived to jail him for breaking his discharge problems, according to records, but after a few hours he was taken into custody without incident.
According to documents, he also allegedly threatened authorities, including Meidl.
” Spokane , is gonna find a style of my military training … People will think my suffering”, he was quoted as saying in an email to Meidl next month.
Johnson’s criminal record since 2019 has been extensive, mainly for abuse, stalking and making risks.
After being accused of harassing a feminine coworker, Johnson threatened to carry out a mass shooting at Wells Fargo where he would lose his job.
Johnson received a 131-day prison term after entering a guilty plea to felony harassment related to the Wells Fargo danger. After allegedly engaging in cyberbullying and posting messages online violating a protection order, he was accepted into a criminal mental health court, which diversion was terminated.
According to court records, he afterward faced criminal charges for harassing and cyberstalking former coworkers, especially a female colleague who refused to date Johnson.
In November 2021, Johnson was accused of abducting Woodward or often endangering her household. A probation order was issued, and Johnson was given the order to finish her mental health treatment. Johnson pleaded guilty to misdemeanor criminal mischief against Johnson in 2022 after being accused of threatening to kill Meidl and a police office agent.
Later in 2022, Johnson was accused of threatening area police, and he was found guilty of cyberbullying.
Later in 2023, Johnson was the subject of additional challenges directed at Meidl and Woodward. Due to the fact that the situation had been moved to a mental health court, he was given a seven-month prison sentence and a starting care was required in July.
Woodward claimed in a Monday interview that she thought Johnson’s case had broken down and that he was n’t getting the mental health care or behavior monitoring he needed. Woodward claimed that she anticipated that Johnson would be put on a mental health unit to stop him from committing more crimes when he was freed in July. Alternatively, she claimed that he was taken to a city campground.
” You’ve got a design here, and this person is not getting the help he needs, and something terrible is going to happen”, Woodward said.
Woodward declined an exam when , The Spokesman-Review , reported on Johnson’s abuse of the former president in January. She said she consented to an interview on Monday to highlight Johnson’s continued challenges and repeated mistakes.
” I’m only doing this because we need to do better with mental health”, she said. We need to improve as a nation regarding mental health, and we are only scratching the surface with those who require treatment.
After Johnson was accused of fresh counts of computer and phone abuse for sending Brown messages demanding a meeting or otherwise threatening to confront her in people, prosecutors requested that he be expelled from the mental health jury system by September. After the mayor’s office informed police of this communication, Johnson wrote another email expanding on his prior threats.
Johnson wrote to Brown in response to her regret for not meeting him,” You just made the biggest mistake of your life.”
Despite these communications, Johnson was kept in mental health court over the objection of prosecutors.
Johnson sent another batch of emails on , Oct. 21, including one to Brown with the subject line” Uh Oh Speghettio”.
” Big mistake”, Johnson wrote. It would be nice to know that I would be working against you because of your access to the courts.
He signed that email” Your enemy”.
A judge signed an order for his arrest on , Oct. 29.
Johnson described himself as a” 100 % disabled veteran with PTSD and a fuse that has gotten much shorter over the years” in an email sent the same day.
Johnson recently applied for a position on the , Spokane Human Rights Commission, but his application was denied due to an outstanding restraining order, said commission Chair , Anwar Peace.
