He got out on good behaviour.
Then Ramon Rivera, a disturbed, poor guy with a history of prosecutions and emotional issues,  , went on a violent morning stabbing spree , across Manhattan on Monday, killing three people at random using a pair of large house weapons, authorities said.
Almost instantly, Rivera became every New Yorker’s dream materialized in flesh and bone. Revolving-door justice and a lack of mental health treatment were two of the state’s two main critiques of the system’s criminal justice system.
This week, the failures may receive a severe spotlight twice more.
In Queens on Tuesday evening, convicted murderer Gary Worthy, who was on life imprisonment for decades of offenses, fatally shot in the face in a wild battle on a busy Jamaican city.
The next day, 25-year-old Joshua Zinberg , targeted a Swedish holiday,  , slashing his prey in the face on the Upper West Side for” f——g with one’s paranoia”, Zinberg said at his trial. Police and lawyers described it as an “unprovoked” harm.
When Rivera, 54, was released from jail in October, leaders acknowledged that he had a record of serious mental illness. Less than a year earlier, he called 911 on himself, telling authorities that he “felt homicidal and homicidal”, authorities sources said.
After a series of non-violent arrests, including a crime at a Following Ave. convenience store, Rivera found himself in prison facing a 364-day statement on Rikers Island. From that, he was sent half to the Bellevue medical system, where on Sept. 4, he , allegedly assaulted a correction agent.
At a hear, he pleaded guilty in exchange for a 90-day word. The word was ordered to move continuously, so his freedom was still less than a year ahead.
On Oct. 17, he was released from Rikers after serving two-thirds of his word.
Actually, he was released “due to occasion served”, a town Department of Correction spokesperson said. Despite the correction officer’s attack four months earlier, law enforcement officials refer to it as “getting out on excellent behavior” or” great time.”
” That’s the million dollar question, why was he allowed away”? a law enforcement official who had knowledge of the case said. ” He should never have been released quick, especially after the assault at Bellevue”.
However, there was no other option because first release is a common practice and is often done.
A retired official from the office of revision confirmed that “each sentence is automatically deducted if they are being held in the city.” If a man deserves it or not, it is not taken into account.
After Rivera’s imprisonment Monday,  , Mayor Eric Adams , called his event” a clear indication of a criminal justice system and mental health system that continues to refuse New Yorkers”.
He said,” There are some serious questions that we need to address regarding why he was on the street and why he has some serious mental health issues that need to be looked into.”
The attacks were all at random and unwarranted, which made it even worse for city residents to be concerned that anyone could be ambushed.
According to Joseph Kenny, the NYPD’s commander of detectives,” He merely walked off to them and attacked them with the cutlery.”
The second victim, building contractor Angel Lata Landi, was stabbed about 8: 20 a. m. on W. 19th St. near Tenth Ave. in Chelsea, police said. According to police, the suspect approached the construction worker and began stabbbing the prey before fleeing.
When he is stabbed in the abdomen while standing in front of a building site where he works, Kenny said.
The following victim, a 68-year-old person, was hunting in the East River Promenade near the Water Club when he was stabbed at 10: 27 a. m. at E. 30th St. and the FDR Drive in Kips Bay, said authorities.
According to Kenny, the victim was stabbed “multiple days in the body.”
Less than a half-hour afterwards, at 10: 55 a. m. a 36-year-old girl was stabbed at E. 42nd St. and Second Ave. in Murray Hill.
Police eventually caught up with the suspect, and stopped his path of despair on E. 46th St. and Second Ave.
According to NYPD Detective Chief of Detective Joe Kenny, two of the patients passed away shortly after being taken to the hospital. A second died after Monday evening, authorities said.
The suspect’s clothing was even drenched in blood, according to Kenny, who recovered two terrible carving knives from him.
According to solutions, Rivera confessed to the deaths in prison.
” Now we have three honest New Yorkers going about their existence, the victims of horrible, horrible attack”, Adams said, adding the terrible attacks “left us searching for answers how something like this could happen”.
” There’s a real problem as to why he was on the street”, said Adams of Rivera. ” He has some serious mental health issues”.
Rivera’s criminal history includes detention in New York, New Jersey, Ohio and Florida.
Rivera was quickly detained and charged with stealing a pitcher from a posh Jonathan Adler shop on West Broadway last year even after being released in October.
The Manhattan DA’s company asked for parole, but Rivera was released.
A similar pattern was seen with Worthy, a 57-year-old job crime known as” Green Eyes” who was gunned down by an NYPD officer after he held up two businesses at gunpoint, cops said. A witness, a 26-year-old girl, was wounded in the battle.
After serving two distinct prison terms that totaled 26 times, Worthy was released in November 2021 and placed on life restitution.
He had been arrested seven times since his launch three years ago, mainly for drug possession, crime, and rape, but his pardon was not violated and he was never brought back to prison.
After an arrest in August, the Queens District Attorney’s office asked he remain held on$ 120, 000 loan based on his criminal record and prior convictions. Without loan, Judge Edward Daniels released him. Worthy was placed in a system that assured his return to court after being requested by express parole to start parole violation trials.
A judge has the sole discretion to decide whether to trial or transfer after being released, according to a state Department of Corrections and Community Supervision official at the time.
According to court records, Worthy had always communicated with his parole officers and that his release did n’t “present a significant risk of failing to appear” at his parole hearings.
Before his arrest on Thursday, Zinberg, 25, had never been in trouble with the law, but his tale was just as horrible. He chose a total stranger on Columbus Ave. to terrible his knife after verbally and physically abusing coworkers.
According to police, the target was a retired professional soccer player who was traveling to the United States from Denmark.
As Zinberg was arraigned on attempted murder charges, Manhattan Assistant District Attorney Alexander Oltarsh explained that the troubled young man, who had been in a vehicle, crept up from behind and slammed into the tourist’s chest with what appeared to be a knife.
” This invasion was entirely unjustified”, Oltarsh said. However, it is obvious that the victim was purposefully targeted by the plaintiff.
After his family turned him in, Zinberg was detained and ordered held without bail.
Rivera was sitting right where he was before he resorted to great actions on Rikers Island.
