The allegations of sexual abuse and exploitation of female officers against Jeffrey Maddrey, former New York City Police Department ( NYPD ) chief of department, were an “open secret”, according to police sources and accusers. Madrey immediately resigned late on Friday night as he was the subject of intense sexual harassment allegations against him.
According to a report from the New York Post, Lieutenant Quatisha Epps, 51, officially charged Jeffrey Maddrey, 53, of coercing her into a physical relationship in exchange for substantial extra pay. Other than Epps, two different departmental women have alleged Maddrey.
” He’s a predator”, a police source stationed at NYPD headquarters told the New York Post. ” It’s an open secret. All is aware of who he is.
Epps ‘ claims against Maddrey
Colonel Quatisha Epps, who worked for Maddrey in an operational role, accused him of soliciting sexual at NYPD office. ” He wanted to own anal intercourse, genital sex, dental sex”, Epps said, according to the New York Post. He asked me to love his manhood “always,” he said.
She claimed that Maddrey’s abuse began after his promotion to division chief in June 2023.
” He said he dreamed about f**king me in my a**”, Epps alleged. She also referred to a situation where Maddrey supposedly exposed himself:” His work pants were open,” Epps claimed. ” He inserted himself, and he kept forcing it and forcing it”, she recalled. ” And I kept asking him,’ You you kindly quit?’ Then I stopped requesting that he cease and instead instructed him to simply slow down. Epps even asserted in her EEOC problem that Maddrey had an “inappropriate intimate relationship” with another employee at his company. Records show the unnamed woman earned over$ 300, 000 last year.
Maddrey denies the claims. His attorney said the timing of Epps ‘ issue is dubious. She is clearly drowning and in the heavy end of the pool without a lifeline. She aspires to kill as many people as she can. This is totally meritless, and we deny every aspect of it”.
‘ Crazy p—y is the best p—y ‘
Maddrey had likewise faced charges of abuse from a former official, Tabitha Foster, in a 2016 national complaint. Foster, who was a member of the 75th Precinct in East New York, claimed that Maddrey allegedly started a partnership with her while he was her boss.
According to the lawsuit, the marriage was a multi-year event that involved both physical and mental abuse. Foster claimed Maddrey cheated on her for her previous miscarriage and pain. The petition included Maddrey’s reported speech,” mad p—y is the best p—y”.
Foster claimed that Maddrey actually assaulted her in a Queens area in December 2015, leading to the pull of her rifle. She claimed that he then choked and disassembled the firearm.
Following the incident, Foster formally accused Maddrey on Facebook of pursuing female married women within the ministry, triggering an Internal Affairs research. Madrey was subject to internal punishment for failing to report Foster’s gathering of her weapons to him, which resulted in a 45-day holiday day being taken.
At her request, a Brooklyn provincial judge dismissed Foster’s petition in 2019 because she disagreed with her lawyer. The case was remanded in November of that year in Manhattan Supreme Court, but it was dismissed. In court records, Madrey refuted the claims.

In a physical abuse lawsuit she filed in July against another NYPD chief, NYPD Captain Gabrielle Walls likewise charged Maddrey with abuse between 2015 and 2022. This was before Maddrey’s departure.
Walls claimed Maddrey made undesirable developments, including kissing attempt at events and police features, and visited her order at the 88th Precinct. ” He generally kissed me at the parties and may create comments,’ I want you thus poor, you smell so good,'” Walls alleged, as quoted by the New York Post.
When Maddrey visited the 88th Precinct while serving it, she claimed she hid in her business. ” I had to cover in my office, turn off the light, and close the door”, she said.
Walls was moved from the 79th Precinct to the 114th Precinct in Queens following the initial complaint processing. She and her attorney, John Scola, alleged this move was hostile. ” I prayed for this time every second day”, Walls said of Maddrey’s departure, adding she felt “vindicated” and hoped people would come forth. ” There’s so many more of us out there that hopefully will come forth”.
Maddrey’s lawyer has yet to send a response in courtroom regarding the ongoing litigation.
Favoritism toward an unknown detective
Epps also claimed that Maddrey had ordered her to help another agent in the department’s chief of office with specific tasks. Epps claimed that Epps billed over time to help her find an apartment and buy household products.
Maddrey reportedly told Epps to “take care” of the inspector. Epps claimed that Maddrey had given the policeman the secrets to the apartment complex owned by Epps ‘ family in New York City.
According to the New York Post statement, a cousin confirmed the policeman moved into the house in October and claimed Maddrey had been seen there. The inspector, whose brand is being withheld, earned over$ 150, 000 in fiscal year 2024, according to SeeThroughNY.
After Maddrey’s withdrawal, main of patrol John Chell may partially take his place.
