According to the Daily News, NYPD Chief of Department Jeffrey Maddrey immediately resigned Friday night after an explosive claim was made by a NYPD lieutenant that he had allegedly forced her to do “unwanted physical benefits” in exchange for extra pay.
According to a problem to the U.S. Equal Employment Opportunity Commission, Quathisha Epps alleges that Maddrey has frequently demanded sexual from her “in trade for extra opportunities at the workplace.”
The main retaliated by adding Maddrey’s title to a list of the department’s major overtime earners when Epps started to reject her advances, according to the complaint. This list, which best NYPD executives constantly edit, hides friends and coworkers who make colossal amounts of overtime with little oversight.
Epps filed for retirement Monday after The News reported that , she earned more than$ 400, 000 , in fiscal 2024, including$ 204, 000 in overtime for 1, 626 hours in the year. She was finally given a two-week suspension, despite police sources claiming that the suspension wasn’t communicated as it should be throughout the office.
She has retained attorney , Eric Sanders, a former officer who specializes in representing authorities officials in claims against the town, and intends to sue.
The NYPD confirmed Maddrey’s exit Saturday morning.
According to a spokeswoman for the NYPD,” Police Commissioner Jessica Tisch accepted Jeffrey Maddrey’s departure on Friday night. ” The NYPD will carefully evaluate this problem and take all allegations of sexual misconduct critically.”
NYPD , Chief of Patrol John Chell , has been named time chief of office in Maddrey’s presence. Philip Rivera, the agency’s chief of transport, may assume the role of time chief of police, NYPD authorities said, declining any further reply.
” We are greatly disturbed by these complaints, and the NYPD is investigating this problem”, Kayla Mamelak, a spokesperson for Mayor Eric Adams, said in a speech to The News. As the NYPD conducts a distinct departmentwide evaluation to make sure no high-ranking officials are using their strength inadvertently, Mayor Adams and Police Commissioner Tisch are working in close collaboration. We won’t comment on anything more to protect either analysis.
On Saturday, just days after Maddrey’s departure, the ministry transferred a colonel, commander and 16 detectives from ministries at Police Headquarters, according to transport purchases shared with The News. Three of the police were from Maddrey’s business, but it wasn’t immediately clear if the walk had anything to do with Epps ‘ claims.
Several officers sources claim that NYPD Internal Affairs Chief Miguel Iglesias even announced he was leaving the organization. The NYPD did not immediately confirm the news.
Maddrey began forcing Epps, a tumor victim, “into performing unwanted sexual benefits” beginning in June 2023, according to the problem. The captain was also having intercourse with two additional female officials, according to the problem. According to the problem, the sexual encounters typically took place in his company at Police Headquarters.
According to the problem, Epps “finally developed the courage to accept Chief Maddrey’s advances” by planning and purposefully rigging a regular time statement to falsely describe her as an abuser of overtime.
Epps asserts that the extra list was continually edited to “hide the correct amount of abusers throughout former police commissioner Edward Caban’s administration and the latest administration,” adding that Maddrey, Chell, and Kaz Daughtry, NYPD Deputy Commissioner of Operations, were among the top overtime earners who had been removed from the list.
On Saturday, emails to the NYPD and City Hall regarding the alleged manipulation of the overtime list were not immediately returned.
Epps ‘ salary made her one of the highest-earning cops in the NYPD. Critics both inside and outside the NYPD have questioned how she could have worked that much overtime, especially since Epps ‘ role for Maddrey was administrative in nature.
According to police sources, the review goes beyond Epps ‘ earnings alone. It may include other misconduct within Maddrey’s office.
The Justice Department and the Manhattan U. S. attorney’s office are looking into Epps ‘ , overtime payments and allegations against Maddrey, NBC New York reported Saturday, citing sources.
Maddrey “required her to pay for a trip to Miami for him and his wife,” the complaint states, and while she gave Epps overtime, she also “required monetary compensation in return.”
Finally, Epps told Maddrey last Monday that she intended to retire, the complaint reads. Madrey promised to speak with Tisch on her behalf, but the claim alleges that Madrey first demanded that Epps “kiss it,” which would mean having oral sex with him.
” Feeling she had no choice, ]she ] complied under coercion”, the complaint read.
Sanders claimed that Epps has experienced “profound harm” as a result of “individuals who abused their positions of power for personal gain.”
Sanders argued that the retaliation she received for confronting this abuse “underlines the need for immediate changes to address systemic failures within the NYPD.” No one should ever be subjected to such exploitation and intimidation, especially those who dedicate their lives to serving and protecting the public.
Maddrey’s attorney Lambros Lambrou denied the allegations Saturday.
What a convenient time to bring a complaint against someone who has been suspended by the NYPD and accused of stealing time, Lambrou said. Without a lifesaver, she is obviously drowning and in the deep end of the pool. She aspires to kill as many people as she can. This is completely meritless, and we deny every aspect of it”.
Maddrey, often hailed as a community-friendly NYPD leader, has been under a great deal of scrutiny in the past, including for a confrontation with a police officer named  , Tabatha Foster , who claims she was involved with him, and acting to , quash the arrest of a friend , of his who threatened three teens with a gun.
Before hiring a new attorney, Sanders represented Foster in the initial lawsuit against Maddrey.
In the meantime, Dana Rachlin, a community activist, filed a lawsuit against Maddrey and other senior officials, alleging they orchestrated a campaign that would endanger her career.
Last summer, NYPD Chief Miltiadis Marmara also filed a lawsuit against Maddrey, alleging that the former senior mayoral adviser had planned a campaign to stymie his career.
Madrey has long abused his position within the department to satisfy his own sexual desires and use retaliation against women who refuse to consent to his or his associates ‘ advances, according to John Scola, the representative for Marmara. We hope that the NYPD can finally begin removing the harmful culture of sexual harassment within its ranks with Maddrey’s resignation and the appointment of a new police commissioner.
Last Wednesday, NYPD Capt. In a lawsuit against the city, Gabielle Walls claimed that Maddrey sexually harassed her between 2015 and 2022 in an amended complaint.
At his lavish Christmas parties, Maddrey repeatedly allegedly hit on her, according to Walls. During one incident, Maddrey allegedly attempted to drink and kiss Walls before telling her,” I’m going to mold her” and “let him know when you get close to being a captain so I can help you.”
At another party, Maddrey told Walls,” I want you so badly. You smell so good. … You turn me on so much”, the lawsuit alleges.
After she rejected his romantic overtures, Chief Scott Henderson initially sued her, alleging that he had repeatedly obstruct her from receiving a precinct command. Then, according to Walls ‘ attorney, Scola listed Maddrey and former Commissioner Caban as defendants.
When reached about Maddrey’s resignation Saturday, Walls said she finally felt “vindicated” and “believed”, and hopes that Tisch, the department’s second woman commissioner, cleans house and “gets rid” of predatory police chiefs in the department.
” I have chills”, Walls told The News. There are so many females out there who are afraid to come forward. I pray they keep coming. We have to make this change. We can’t let this continue to happen”.
In spite of the controversy, Adams and Caban have defended Maddrey and remained a favorite son in the NYPD’s upper echelons.
Maddrey recently joined the legal profession, indicating that his 33-year career was about to end.
