A jail guard filed a lawsuit against the express on Friday, alleging an inmate sexually assaulted her and that the corrections department had violated her rights.
The problem exposes in horrifying details what Katie Jackson, a penitentiary officer who worked the Sierra Conservation Center, reportedly endured after Robert Lawrence Ransom Jr. managed to hold Jackson captive in a control room for four days, where she claims he frequently threatened, strangled, and raped her.
On Monday, Jackson recalled sitting on the Capitol Step with an assault rifle pointed at me without any assistance, no hope of rescuing me, and my colleagues ‘ complete ignorance of what was happening.
Jackson claimed in the complaint filed on Friday in Tuolumne County Superior Court that the California Department of Corrections and Rehabilitation had not notified correctional officers that prisoners with violent convictions had been moved to services designed for lower-level criminals.
If she did not agree to assist him send contraband into the hospital on January 20, 2024, Ransom threatened to kill her, her brother officers, and her children, according to Jackson.
Jackson’s attorneys claimed that CDCR intentionally neglected to warn correctional officers that those with aggressive convictions were being moved to a hospital that is designed for a people that poses lower-level safety risks. The failure to do so allegedly showed deliberate indifference to modification officers.
” Level upon stage, some of the most simple, fundamental safety measures were ignored, were not maintained in the organization”, said Paul Goyette, Jackson’s lawyer. According to the lawsuit, a woman shield was allegedly harmed by CDCR for failing to protect her from the abuse despite knowing about safety concerns at the center. The allegations were made under the California Fair Employment and Housing Act.
Terri Hardy, a spokesman for CDCR, stated that the organization does not make any comments on pending litigation.
” But, CDCR’s top priority is the security and well-being of our employees and those who reside in our organizations”, Hardy said in a statement. ” Covering instances within a center” refers inquiries to the nearby district attorney as necessary.
According to Hardy, the Tuolumne County District Attorney’s Office was informed of the event. The nearby city attorney , charged Ransom , with 11 criminal matters, including aggravated kidnapping and murder, on Jan. 7. Ransom’s trial is scheduled for Feb. 10, 2025.
In 2018, Ransom was  , convicted of murdering , two ladies and attempting to murder a fourth in Los Angeles. He was sentenced 85 years to life in captivity. Because of the aggressive nature of his acts, Ransom was initially designated as a” Level 4 Inmate”, the complaint claims.
Ransom was moved to Sierra Conservation Center, a incarceration in Tuolumne County, after he was reclassified, Jackson’s prosecutors said Monday. SCC is designed for individuals classified as lower-level threats, the registration stated. The service also serves as a training facility for wildland firefighters currently incarcerated.
About two weeks after Ransom’s shift, he was assigned to work as a “porter” in the hospital. According to the filing, porters, whose main responsibilities include cleaning and maintenance tasks, frequently become more knowledgeable about how a service operates, quite as correctional officers ‘ uniforms and move change times, as a result of their involvement in the day-to-day running of the prisons.
After hiding in a washing basket and posing as a pleasure officer who had arrived at Jackson’s workstation, Ransom used that information to fend off arrest from officials.

A damaged security mirror, dimly lit buildings, and an autonomous security post were all described in the lawsuit as “hazardous conditions” that made Jackson dangerously exposed and poorly equipped to perform her job properly.
Ransom allegedly raped Jackson, held her hostage for four days, threatened to kill her and her household, and held her hostage for four days. She claims she did not warn other officers of the risk she was facing in an effort to protect them even though she was confined in the power hall with Ransom, who was armed with a weapon. Ransom was defrauded by Jackson into believing that she would comply with his demands to take drugs and mobile phones into the facility. He returned to his body undetected, without harming another officers, the filing said.
I’m always haunted by the realization that, after saving myself from this dragon and calling my bosses, I was treated like a think and denied health care and attention for roughly six time,” Jackson said. Following the incident, Goyette claimed that CDCR had started looking into Jackson.
Jackson claimed she is also employed by CDCR but has been on left for a time following the incident.
By giving some inmates more liberty inside and opportunities to communicate outside of the hospital, Jackson and her lawyers claimed a new model for California prison is putting the life of correctional officials and others in prisons at risk.
The California Model after  tour of the Norway prison structure was unveiled by CDCR officials as a way to lower rehabilitation and make the state’s prisons better for the staff members who work there. According to the , company’s website, the type aims to restore jail conditions so that people can return to civilian existence after serving their sentences.
In order to perform our job, Jackson said,” We have to work around some rules and policies of the California Model.” It makes our jobs harder to keep the public safer, keep each other healthy, and keep other prisoners healthy.
Jackson and her group of attorneys are asking the condition to alter the California Model to better guard residents and another incarcerated individuals from potential risks posed by some individuals in addition to seeking undisclosed injuries.
