Only career civil servants within the Bureau of Fiscal Services, who have passed background checks and security clearances and completed required training, are permitted access to this data under the order, while political appointees, special government employees, and staff from outside organizations are expressly prohibited from doing so. This steaming pile of garbage ruling means that the Treasury Secretary is prohibited from viewing or handling his own department’s sensitive financial data because he qualifies as a political appointee. This unprecedented action essentially removes one of the Treasury secretary’s primary responsibilities and undermines the executive branch’s authority to control its own financial operations.
