Authorities in Taiwan announced on Tuesday that they had detained a cargo ship carrying Chinese nationals, which they believe perhaps had severed an underwater communications cable close to the area. It was the most recent of a flurry of speculative events that has fueled theories that China and Russia may be using cord destroy as a form of maritime harassment.
The damaged wires connected Taiwan to Penghu Islands, which belong to Taiwan. Communications were immediately rerouted. The Taiwanese coast guard stated that it was looking into the event but was unsure whether it had been done intentionally or by accident.
