Federal Decree-Law No. 3 has been fully revised to reflect the UAE’s customers laws. 14 of 2024 publicly enacted on March 29. In addition to improving highway safety, the updated law makes stricter rules for driver arrest, license suspension, vehicle impoundment, and license suspension. All of these measures are intended to advance the country’s intelligent transportation vision.
Lower Driving Age, Stricter Oversight, and Lower Driving Age
The decline of the least driving time to 17 is one of the most significant changes. In addition to requiring applicants to maintain their health and fitness standards, licensing authorities now have greater authority to halt, withdraw, or refuse to renew a license if a driver is found to be ineligible, either physically or mentally, or on grounds of public safety. Driving education is also under more strict supervision. Only certified instructors with true permits can instruct others, and they must not permit trainees to push in densely populated areas without feeling confident in their ability to run the vehicle properly.
Expanding Arrest Powers
Six cases are outlined in Article 31 of the new law where customers officials can arrest a vehicle on the spot. These include:
- causing dying or injuries while operating a vehicle
- causing significant property destruction
- Driving while intoxicated with alcohol, drugs, or other related substances
- Driving without care or risky
- Refusal to deliver precise personal information or submitting fake documents
- Leaving the scene of an accident or avoiding a stop order from the authorities
These rules are intended to address critical traffic safety violations and establish instant legal accountability.
When You Vehicles Get Impounded?
Article 32 gives traffic authorities the authority to confiscate cars in certain circumstances, such as:
- Due to the absence of necessary features like brakes, lights, number plates, or silencers, the vehicle is inadequate for highway use.
- On two instances, someone is found driving without a valid license.
- If the car is being driven without permission, the other party is not.
- Without the licensee’s assent, the vehicle has undergone unlawful modifications.
- The information is necessary because the vehicle is connected to a growing judicial investigation.
- Any additional circumstance permitted by the administrative rules of the law
The car may only be transported to a repair service by tow vehicle or approved carrier in cases of technological defects.
Licence expulsion and skilled health
The legislation strengthens the relationship between drivers wellbeing and road safety. In response to medical information or behavioral assessments, registration authorities are now able to revoke or suspend licenses. Additionally, drivers may have to go through rehab or reassess their driving histories. Generalized,” Unfitness to Travel” includes physical coordination, emotional stability, or previous criminal behavior that poses a threat to public safety.
Providing a Smarter Transportation System
The new constitutional foundation does not only address sanctions. Additionally, it updates laws in line with advances in technology, including revised classifications for vehicles and guidelines for transforming intelligent transportation systems. These modifications help the UAE achieve its overall goal of creating a reliable, economical, and forward-looking highway system.
