A recent report from State Armor, a watchdog for global security threats, details a Chinese energy company funded by the United States that works as part of the Chinese Communist Party’s effort to subsidize China’s economy by making us rely on inadequate and unreliable “green” technology.

Energy Foundation China has connections to various State organizations, provides funding to communist American universities and weather groups, and employs past authorities officials from both the US and China. However, it states that its” stated goal is to assist China in coping with growth, energy, atmosphere, and weather challenges” as it influences both the business and government policies in Communist China and America.
The State Armor report began with the statement that the Chinese Communist Party’s (CCP ) plan to “defeat America” includes causing the United States to rely on China for energy and other crucial supplies while preventing the United States military from intercepting China’s energy sources. The CCP influences and bribes American climate activists to make the country reliant on dangerous “green” systems created by violent and/or slave labour. State Armor warned that this is a national security issue. Notably, China refines 90 % of the world’s unusual earth minerals, which are essential for all of our technology, in addition to our solar panels and chargers from the CCP.
Energy Foundation China is “nominally American-based,” according to State Armor, and receives a sizable portion of its revenue from non-profits both domestically and internationally. The statement warned that” Energy Foundation China is descriptive of a broader group of American companies that follow CCP guidelines, compromising the dignity of the American political system, and undermining U.S. national safety.”

Although Ji Zou, a former official of a powerful Chinese government agency, is the organization’s director, the Energy Foundation China has a 501( c )( 3 ) status and has a headquarters in San Francisco, California. Prior to the formation of the U.S. Energy Foundation in 2019, Energy Foundation China was known as the Energy Foundation. Since 2019, the business has gone by the name” Energy Foundation China” or “EF China,” despite still being officially organized as the Energy Foundation. Energy Foundation China reported a total of over$ 84 million in revenue in 2023. The MacArthur Foundation, Sequoia Foundation, Children’s Investment Fund Foundation, ClimateWorks Foundation, and Hewlett Foundation are well-known donors to Energy Foundation China.
Zou Ji has previously served on the boards of several CCP-led organizations and was a part of China’s delegation to the Paris Climate Deals in 2015. He works for Tsinghua University, which is run by the CCP. Xin Liu, the director of the climate program at Energy Foundation China, was likewise a CCP official, and Hongjun Zhang, a board member, was a member of a Chinese climate council and a former member of the most powerful state body in China, the China National People’s Congress. According to State Armor, Zhang also worked for no fewer than five various CCP ministers and contributed to the creation of China’s Communist Five-Year Programs.

Also Energy Foundation China VP David V. Wagner, who formerly worked for the U.S. State Department, is a graduate of Tsinghua University and was once employed by China’s Ministry of Environmental Protection.
According to State Armor, the CCP’s National Development and Reform Commission oversees Energy Foundation China’s activities in the socialist nation and enacts laws that “privately” funded advertising are subject to the supervision of the CCP’s National Development and Reform Commission, which monitors conformity with CCP laws and judges “privately” funded advertising. The base “regularly” provides grants to CCP-controlled organizations, and its headquarters are housed in a state-owned tower. Additionally, it cooperates with CCP-related organizations. Energy Foundation China is permitted to finance studies at British universities, including Harvard and UC-Berkeley, here in America. People of the Foundation’s board of directors are original state and federal authorities, and the organization has also funded U.S. government initiatives, including those at the Department of Energy.

Harvey, the founder of Energy Foundation China, asserted in 2016 that America doesn’t try to accept cheap Chinese sections. Similar statements made by China’s culture minister in 2024, which suggested there was no turning away from the Biden administration’s pro-China climate policies. Although the Trump administration has already made significant efforts to transition from “green” power to oil and gas, Trump also recently touted a new agreement for importing Chinese unique rocks, so perhaps the CCP ideologues were correct. According to State Armor, China’s claim that” the CCP’s penetration of the United States ‘ political and industrial systems runs so deep that CCP officials don’t even think a skeptical White House could stop America’s growing dependence on Chinese technologies.”

Additionally, according to State Armor,” Energy Foundation China has strong ties to campaigning organizations and influences environment policy in the United States.” It gave millions of dollars to climate advocates who advocated for “green” tech over oil and gas. It also oversees corporate complaints and is responsible for funding the Inflation Reduction Act, which helped China achieve its “green” targets under Joe Biden. This base appears to be a significant threat to national security and warrants investigation by the Trump administration.
