A representative for the US Northern Command clarified that while defense officers are not permitted to make arrests, they may hold people “in certain situation.” According to the spokesperson, these detentions end when the victim is securely handed over to human law enforcement. Eventually, the imprisoned person, Marcos Leao, 27, claimed to be an Army veteran and was traveling to a department of veterans affairs when he unintentionally crossed a golden tape limit and was stopped.
