Gate climbing has been a practice that is seldom punished in the District. Local officials, however, contend that the dramatic decline in ridership in recent years has more to do with post-pandemic changes in commuting habits than with the feeling of chaos inside Metro stations, on teach platforms, and inside rail cars themselves.
