The organization suggests creating a Cyber Force unit with a 10,000-person workers and a$ 16 starting salary. 5 billion funds.

The U. S. defense requires an independent military digital services, alongside the Air Force, Army, Coast Guards, Marine Corps, Navy, and Space Force, according to a statement from a Washington-based research university.

In its March 25 report, the Foundation for Defense of Democracies ( FDD ) states that” the scope and scale of cyber threats are growing.” “Cyberspace plays a central role in China ’s strategy as the ‘pacing threat ’ for the United States.

“China has already centralized its cyber, space, electronic warfare, and psychological warfare capabilities within its Strategic Support Force, ” the report continues. Russian cyber-operations are constantly utilizing both on the battle and to harm the U.S. S. vital system and influence American politics ”

In light of the growing computer dangers that the U.S. faces. S. enemies, the report warns that the United States “has a limited window of opportunity to restructure, allocate assets, and develop sustainable computer power preparation. ”

The document was co-authored by a retired back admiral. Mark Montgomery, who is older director of FDD’s Center on Cyber and Technology Innovation, and Erica Lonergan, an associate professor in the School of International and Public Affairs at Columbia University. More than 75 private active-duty and withdrew U.S. citizens were interviewed by the two artists. S. military personnel with extensive expertise in the cyber-security sector.

The U. S. The Cyber Mission Force ( CMF) was established by Cyber Command ( CYBERCOM) in 2013. Each military service is responsible for providing personnel to its teams. Five years later, CMF achieved full operational capability with 133 team, consisting of 6,200 servicemembers and citizens. In 2022, CYBERCOM announced that 14 more clubs may be added in the upcoming years.

“America’s cyber power generation method is clearly broken, ” the report says, pointing to issues such as inefficient division of labor and lack of cooperation among current military service, poor selection, lack of promotion chances, and low loyalty costs for qualified personnel.

Fixing it only calls for the establishment of a reputable computer services, the report claims.   The Army, Navy, Air Force, and Marine Corps ‘ inefficient work divisions prevent the creation of a computer power that is prepared to carry out its mission. The report adds that because computer procedures are not a major priority for any of the services, recruitment experiences.

One unknown U.S. lieutenant captain. S. Marine Corps. explained his profession choices to the report’s artists. The colonel said,” I ca n’t speak for the other services, but I think there is a lack of career progression for cyber officers in the Marine Corps.” I commanded a Combat Mission Team and am entirely qualified to work in cyberspace, but I made the decision to pursue a specialist because of the restricted control options. ”

The statement recommends that Congress create a Cyber Force unit with a 10,000- and 16-person team level. 5 billion funds. According to the report, the proposed tree would be within the Army Department.

The authors noted that doing so may n’t” strain the resources of any one service,” even though a portion of the new Cyber Force staff may come from various services. According to the report, the additional services would still be tasked with carrying out tasks like teaching their staff about defensive cyberspace operations.

“The development of a Cyber Force, however, would prevent service-retained officers from conducting offensive cyber activities, ” the report adds.

“If done properly, the overall readiness of the military ’s cyber forces should not suffer during a transition to an independent Cyber Force, ” the report states. Instead, digital forces would have more functional focus and direction while focusing on consolidation and maximizing administrative savings. ”
