Could tugboats have helped avert the bridge collapse tragedy in Baltimore?

The port pilot, who was commanding the 95, 000-ton goods ship Dali, had only minutes to make his final desperate attempt to avoid disaster as it was useless and hurtling blankly toward the Francis Scott Key Bridge. He declared stress, dropped buoy and, importantly, called for help from local tugboats.
