The state is false. Two Americans were on board, and the staff was entirely American.

Fishermen recovered the bodies of two of the six staff who were lost when Francis Scott Key gate collapsed,  , The Associated Press , reported. Alejandro Hernandez Fuentes and Dorlian Ronial Castillo Cabrera, both identified as the victims, were on a team that did minimal maintenance on the gate.
A post shared on X, previously known as Twitter, alleges that the Captain of the Dali was a Ukrainian. The image includes a description of the alleged man’s status and an image of him.

The state is false. The Independent reported that the container ship, Dali, was a Malaysian flag vehicle with an all-Indian staff at the time of the incident. Before the incident, the team did issue their mayday alarm. However, other than the all Indian staff, the two terminal planes on table were both Baltimore visitors, The Strait Times reported.
According to BBC journalist Shayan Sardarizadeh, the Dali did retain a Ukrainian commander from March to July 2016. However, there were no Russian team members on panel during the recent incident.
